The tax on conditioners concerns systems with power exceeding 12kw.

Summer is even hotter for Italians, due to implementation of the European Directives issued to address the planet’s global warming issue, by reducing and controlling the emission of carbon dioxide into the atmosphere. Implementation of EU directives on the matter – "2002/91/EC and 2010/31/EU" – oblige the owner of the conditioner to have a booklet for the system with regular certification by a qualified technician and to perform a regular check-up every four years. For infringers, fines range from 500 to 3000 Euro. The imposition is mandatory for those who possess systems with power equal to 12 kW or higher, that is capable of cooling 160m2. A household system used by a family hardly reaches these thresholds, unless the surface of the flat is wide and there are several units. Portable models do not fall within the law requirements either. In the event of new installation of wall conditioners (heat pumps), the law has introduced the obligation of the system booklet: this is a document that is issued by the technician installing the machine. If someone has a system already installed but does not have the booklet, it will be supplied at the first useful maintenance by a technician. The methods for performing the mandatory checks, which in this case must be performed every four years, were regulated in 2014, in the wake of what was already happening for boilers. Three new decrees on the energy efficiency of buildings.

After being agreed on by the Unified Conference and signed by Ministers Guidi, Delrio, Galletti, Lorenzin, Madia and Pinotti, the three decrees of the Ministry for Economic Development that will complete the regulatory framework on the energy efficiency of buildings are about to be published in the Official Journal. The first decree contains the new national guidelines for the Certificate on the Energy Performance of Buildings. The Minister has explained that the new APE template will be the same throughout the country and will offer to citizens, Administration and operators more information on the efficiency of the building and of systems, assuring easier comparison of the energy quality of different properties and steering the market towards buildings with better energy quality. There are going to be ten energy classes: from A4 (the best) to G (the worst). The APE will need to indicate proposals to improve the building’s energy efficiency and provide information on financial incentives to implement them. The decree also defines a template for sale and rental ad, that standardises the information on the building’s energy quality and establishes a national database of energy certificates (SIAPE). The second decree that entails application of the operative regulation, consistent in all Regions, defines the new methods for calculating the energy performance and the new minimum efficiency requirements for new buildings and for those undergoing renovation. The decree includes the comparison with a reference building (identical by geometry, orientation, location, intended use) for newly constructed buildings and for those undergoing significant renovations. The minimum requirements are also provided for buildings undergoing mere energy upgrades, concerning the building enclosure and utility installations. The third decree provides reference diagrams and methods for filling in the technical design report for the purpose of applying the requirements and minimum requirements for energy performance in buildings. The diagrams have been prepared according to the type of operation: new construction, significant renovation, energy upgrade. The Ministry’s note explains that “By issuing these provisions, an important step is taken towards the increase in Near Zero Energy Buildings. In fact, as of January 1st, 2021 new buildings and those undergoing significant renovations must be constructed so as to reduce energy consumption to the minimum, mostly covering them with renewable sources. For public buildings this deadline is brought forwards to January 1st, 2019." The three provisions will come into force in October 1st, 2015 and “will allow Italy to be fully aligned with European directives on the matter,” the communiqué concludes. Sabiana makes Prada even cooler!

The date is getting closer and closer. On Saturday May 9th Fondazione Prada will open its permanent headquarters in Milan, a unique place that is already anticipated to be one of the city’s highlights. Fashionistas and not just them are eagerly counting the days to the grand opening, in view of the grandeur of the project, which was designed by the OMA firm led by starchitect Rem Koolhaas. It is an incredible experiment of shared art engaged in a constant conversation between past and future. The complex architectural layout, in fact, combines seven existing buildings with three new constructions (Podium, Cinema and Tower), for a total of 19 thousand square metres, and is the result of the renovation of a former distillery in the south east area of the city, in Largo Isarco, which dates back to the 1910s and has been completed redesigned by the OMA firm. In addition to the exhibition spaces, the facility will house a cinema, a theatre, the Prada archive and a space designated for children’s education at the entry – developed with the students of the École Nationale Supérieure d'Architecture de Versailles Bar Luce, designed by the US film director Wes Anderson, which recreates the atmosphere of a historical Milanese coffee shop and is set to become the meeting point of Milan’s chichi set. An extraordinary space and a complex project, for which the celebrated fashion house required the best. So for air-conditioning of the complex, the choice was to use Sabiana AHU and Fan Coils, to assure superior technological level and aesthetic quality of the appliances.
